I have a full bag of multi purpose compost that i have opened to find it has a white mould in it.Iwant to use it for seed planting the question is if i tipped it out and went over it with a steamer would it kill the mould sufficiantly to plant seeds with no ill effects.

A bit of a late reply (I've been away!), but the moulds on shop-bought compost are simply natural moulds that live in the environment. They have entered through tiny vent holes in the sack and moisture/condensation has also entered through the same holes.
The moulds will have come from the environment, so even "sterilised" compost will soon become colonised with microscopic moulds once you open the bag.
Moulds/fungus spores are everywhere in the environment - billions of them.
The compost should be fine to use, but try not to inhale spores as they can trigger allergies and aggravate asthma. Even home-made compost will contain many fungal spores, as will rotting leaves or even the soil..
