Can slugs cause the same symptoms as eelworm on onions?

Hi all,
I have noticed my onions have become a little sad

some bendy leaves which when uprooted show some holes and eaten bits. closer inspection shows small black slugs nibbling away at the bulb.

I have thrown some pellets down to catch the little menaces, but wondering if I have eelworm too or can slug damage cause the same problem?
