If you don't boil it for the 10 minutes you get a Chilli sauce rather than a Chilli Jelly so 10 minutes is the minimum for setting.

If stuff doesn't reach the right temperature it'll never set no whether it's boiled for 4 mins or 10 mins......I use pectin powder or make my own pectin stock .
