it does close - you just have to find the "sweet spot". I don't know how it looks on phones, but on the PC when I hover over the <close> I get the site address at the bottom left of my page, just above the task bar. I move the mouse until the address disappears, (while still keeping the pointing finger cursor, not moving it far enough to change back to an arrow), then click, and the ad goes away.

It sometimes closes OK if I just click on a blank bit of the web page to sort of activate the cursor, for example on white space in someone's post, then click on the <close> spot.
