You can actually attend parish council meetings - our one has an 'open floor' section before the meeting proper gets started. All non councillors sign in and get invited to speak in the order they arrived. The council are unlikely to give you any descision, but it will be minuted and they may be able to persue things on your behalf.
Parish Councillors are very busy, but we also managed to arrange a site visit with the Chairman and his secretary to discuss our boundery fence (our self-build is next to the parish hall). They were only too happy to meet and discuss things 'off the record'.
