Have you got one of those cameras that record the date and time on the picture? If so, take several pictures of the vehicle obstructing the footpath (ideally on several different days), taking care not to include any more of your neighbour's property than the outside of his front boundary. When you have a nice collection take or send copies to the council, and to the police. Include with the latter a question as to whether it is possible to take out a private prosecution for obstruction...... Even if this is not possible, it may result in someone taking it seriously.
The Planning consent (change of use) is well worth pursuing. Basically, you need to be a confounded nuisance to the council without ever being rude about it or breaking the law.
If all else fails, get the local paper onto it.Flowers come in too many colours to see the world in black-and-white.

It occurs to me that if you have apparently exhausted the interest of those who quite frankly 'should' be interested - have you thought about trying an organisation which champions access for the disabled and/or for mothers with push-chairs.
Both of these groups are potentially at severe risk if forced onto the road if the FOOTpath is blocked on a regular basis. The publicity would not be good for this fellow's business - so he may well be 'persuaded' to comply.!

This is a view of our road via Multimap:
Ignoring the round red circle that multimap uses to identify the place, the camper I've circled in red, then the other yellow "circles", are some of his other cars, parked on his drive, and all over the rest of the road. This is a pretty good day.
We are at the end of the road, and the camper blocks the view of our house from the road as you approach (a possible security risk?), but our neighbour - one house closer to you as you look at the picture is affected even more as the camper is smack bang next to his car/drive.A simple dude trying to grow veg. http://haywayne.blogspot.com/

We have parking permits in our road and next door are always abusing this as there is space that you can park without a permit. In the past we informed the dept at the council but now it has to go through the police make sure you get a log no each time you make a complaint to them as they have to act on it, and report back to you. We have fallen out with our neighbours mainly over parking but also noise.Gardening ..... begins with daybreak
and ends with backache

I don't see how the council could possibly have given a business permit for that! Are you sure they know the scale of the problem? Perhaps it's the business end you need to tackle. If they've got terms and conditions saying that '3' cars will be used in the business, then they're clearly in breach.
That camper is well and truly taking the p*ss. If they can afford something that size, why not move to a bigger house?!?

Check with the Planning Department - as you can demonstrate that there are 10-15 commercial vehicles which coming and going, and 4-5 commercial vehicles parked at any one time trading from the premises, this will constitute a 'change of use' for which you have to have planning permission.
Also, I have a vague recollection that anyone who operates vehicles over a certain size (7.5tons?) have to have an Operators Licence, which is reviewed regualarly by the Depart of Transport (DVLA Swansea as a starting point, I guess) and the licence covers satisfactory parking overnight arrangements (which does not include 'parking your lorry in your drive!), so that may help you too.Last edited by Hazel at the Hill; 29-10-2008, 12:47 PM.

I've just realised that the photo actually shows his previous camper and the one he now has is even bigger - double rear axled jobby.

One of my allotment neighbours is on the Parish Council and if push comes to shove I'll have to pester him, but I'd rather not.
