Hope everything gets sorted out Earthbabe, as the cat's got long hair it's probably full of tangled lumps which will hurt if it's picked up etc., it should really be combed every day & obviously isn't. If the RSPCA don't do anything maybe you should ask the other neighbours to to make sure he gets fed while you're away.
We ended up with our present cat after she had been disowned by one house then adopted by our neighbours who asked us to feed her when they were away. They then moved & sold the house to their grandson & his friend & said that they would feed her but the cat was terrified of them & they were nightmare neighbours & we had to carry on feeding the cat. They've since sold the house & we have a very happy cat who sleeps outside but loves to cuddle up on my knee when she's in the mood.Into every life a little rain must fall.
