electric bill rip off

We were supposed to be guinea pigs for renewables by the housing association but hubby is refusing to move to a 3 bed bungalow (from a 4 bed house, we have 4 kids) so now they won't do it!

(Long story, he is disabled but if we move to bungalow we lose our right to buy AND if anything happend to him they will kick us into an "estate" house and currently we are not on an estate)
