Almost the best thing for getting burn off a pan is biological washing powder or liquid (like Rusty says).
It won't get it all off, but most of it.
Best not to do it with non-stick pans though, it will take all the non-stick off. Non-stick is horrible stuff though ... you don't want that stuff peeling off and getting into your food.
My best pans (and I burn them all the time) are by Stellar (cheap) and Anthony Worrall Thompson (not so cheap, but they have brilliant drainage holes in the lids).
