I doubt local authorities will do anything. They are loathe to tie up potential saleable land with dozens of tenants.

My Parish Council bought 5 acres on the edge of the village 6 years ago as "an amenity for the village". They've done nothing with it except sell the standing hay crop each year. Thank goodness they don't rent it for grazing as there used to be a dew pond in one corner so it is very boggy there and would be churned to trash.

On old maps of the village the field actually was the village allotments. It's a shame they won't be again. We have some privately owned allotments in the village, but owners are hanging on to them in the hope of building rights sales and many are head height brambles and scrub.
