The whole point of the Stig character is that Top Gear can use who is available at the time - The Stig is always just the best driver available when they need a car testing

I think it could be a woman. You can just see the right eyebrow in the Sun picture, and it looks quite neatly maintained to me. Don't know if Clarkson could stand to have a woman upstage him though.
