I must admit that when, as a teenager, I first understood it's connotations, I used to cast many surreptitious glances at the steps if I was in town in the evening, to see if anybody was loitering.

My water bill has gone up the same, so I've applied for a water meter. No way do two people use £800 water per year!
GF I’m just over the border in Derbyshire and the ‘Town hall steps’ I’d a well known saying here.
As a teenager I worked in an office block next to the town hall and I couldn’t help looking as we passed. We never did spot anyone.
