I bought a small cheap grow lamp off ebay as I don't have much window space and the seller sent me three "souvenir" seeds! Apparently it's perfectly legal to sell the seeds just not to gorw them.

If they are selling the seeds as "souvenirs" only, why are they also selling bongs, pipes, grinders and papers?
