On our site if you are caught taking things without permission you can get chucked off site. It has even been suggested that if you ask someone to look after your plot while you are away that you let the site manager know or put it in writing what is allowed to be picked, taken or done while away.
To take back his stuff after two years is out of order.

I'd take back the bits of the wheelbarrow I'd fixed on the same principle and then speak to the lettings guy!

Up date re this, lettings secretary has investigated and was not happy this had happened to me it is going to be brought up at committee level as apparently lots of taking off old plots going on including crops!
Said I would leave it re the barrow and water butt as life really is too short.
Was up there yesterday and an old fella who had heard what had happened had a spare barrow and gave it to me, restored my faith in people. lovely old chap. So nice outcome in the end. Have put a scarecrow on my plot now just by my water butts and barrows as a warning to him!! However he isn't very scarey as he has a smiley face.
When weeding, the best way to make sure you are removing a weed and not a valuable plant is to pull on it. If it comes out of the ground easily, it is a valuable plant. ~Author Unknown

How sweet that somebody else has stepped in. Obviously his way of showing that he disapproved of the previous action.
What about a neat little sign on your scarecrow such as "NO TRESPASSING" or "I'M WATCHING YOU"
