Of course they will, but the ones who are worst that way are most likely to be looking for the low cost options. That doesn't mean people in low cost housing are of that frame of mind; the great majority aren't, but those who ARE of that frame of mind DO mostly live where house values are low, to the annoyance of neighbours who can't afford to move away! (and if values are lowish when those folk move in, they will soon be lower still).
I don't know how else to describe the folk who will turn their area into a slum. They DO exist (not so numerous, more conspicuous) and wherever they go, they spoil quality of life for all around.
This may be your experience but if you read the other posts on this forum you will find that there are plenty of us who realise that there are rubbish people in all walks of life and that many of us have experience of people in a higher social class that act in the way you describe as being a feature of lower earners. As I tried to say before (probably badly), crap neighbours are not class specific and unfortunatley can purge any street but fortunately are not the majority
Some of us live in the past, always talking about back then. Some of us live in the future, always planning what we are going to do. And, then there are those, who neither look behind or ahead, but just enjoy the moment of right now.
I so agree.
36 years ago my parents moved into a new council estate. now they are they only people in their street who are still council tenants and thatis echoed throughout the estate. even the bungalows which were built for people with disabulities are mainly privately owned now.

As I was trying to say (also badly, it happens a lot with my comments) of course there are some in any 'price bracket', but the ones who create slums are the ones in cheap areas, the others simply cause bother in different ways!
BTW it isn't judging people to comment on the existence of slum-people. Defining a group as slum people on any other basis than that they actually cause slums would be judging, but... I have never done that (of course I may have used phrases other people thought had such a meaning, but that wasn't what I meant)

i too find it difficult to express views accurately on the computer, as it is just a segment of a conversation, without facial expressions or general mood to help us all to get clues as to the real thought behind the words. and there isn't the flow that you get when really speaking to another person . but then, if everyone agreed all of the time, it would make for a boring forum!
i think it safe to say that a lot of people would consider that space and privacy are 2 of the greatest luxuries ( to my mind, neccesities) if only the planners and builders, and other powers that be would also agree that that is a neccesary requirement to civilized living, we would ALL have less problems with nieghbors.
