Why is it that when you owe money to a government department they can go back 6 years to claim money back but if they owe you money they can only pay back 2 months?

Same here - the houses in our cul-de-sac used to be council (so no drives or garages) but are now all privately owned. There's a small tarmac-ed parking area at the back of them, and we've just found out the council have put it up for sale. "Where are we going to park?" was the question, "Anywhere you can" was the uninterested reply from the council.
