will lose it's rugged farmer appeal i fear as all plastic and pedestrian safety will ruin it

They can still use steel bumpers (with/without winch) & not have any construction & use reg's issues,frontal protection systems (bull bars,nudge bars,etc) can also still be used (metal or plastic/foam) but must meet type approval.
