Not sure how household 'public liability' works with doing that sort of thing as a job, and I suspect it wouldn't cover anything going wrong TO the dog.....
Flowers come in too many colours to see the world in black-and-white.
You do need insurance if you are walking/sitting animals for someone else... you also need some sort of permission/contract signed about what the arrangements are (i.e. if you're going to have a key to someone's house, what happens if the dog has an accident whilst being walked etc)
