Having just read about TS's shocking experience with her dog, isn't it about time some kind of licensing was brought back for dog owners? It might help to prevent irresponsible people from keeping dogs.

If dog licenses were a realistic price, with discounts for the elderly (and perhaps low income generally), and extra charge (not subject to discount) for entire bitches, it could be made self-financing, and might drastically reduce the number of unwanted puppies born. Since they are talking about compulsory microchipping, it is doable, but somehow I don't see it happening!Flowers come in too many colours to see the world in black-and-white.

I have one house with a TV and a licence, the other house no TV, no licence. Every couple of weeks another letter arrives threatening me with court action because I do not have a Licence.
I told them 5 years ago there was no TV here and I see no need to keep protesting my innocence.
I wish they would send one of their "Enforcement" officers around to inspect the house - just so that I could tell them where to go!

No not really Flo,the TV licence system is actually comparatively simple to operate,these days there is a record of every property in the country to have held a licence & its current state of elapse.

Thing is, with compulsory microchipping and registration, any dog found without a chip (or with a chip but not registered properly) gets confiscated and put up for rescue. Registration to include a licence fee (to pay for managing the whole thing) with the option of applying for assitance in paying.
Nothing is foolproof (fools are too ingenious) but it would probably solve 99% of the problems with dogs, AND make it possible to enforce the bans on keeping dogs which courts can impose, but at present they are meaningless.
Meanwhile repeal the BSL part of DDA and use the enforceable ban on dog owning to punish people who turmn their dogs into weapons (there is no such thing as a universally dangerous breed, just breeds commonly kept by dangerous morons!)Flowers come in too many colours to see the world in black-and-white.

I have a sheaf of those letters - about 5 years worth! Each month another letter and there are 4 types.
1. Opened an investigation - Enforcement Officers will visit you
2. Official warning - Enf Officer visit is scheduled
3.Letter about Enforcement Procedure - can apply for a search warrant
4. The information you need before a hearing is set at your local court, You can appoint a lawyer.
Then they start the letter cycle all over again. How dare they assume I cannot live without TV and therefore accuse me of theft. Whatever happened to being innocent until proven guilty.
Bring on the Enforcement Officer, if you dare, you stupid idiots.
I'm going to throw these letters on the fire now and I don't care!!
