See if the neighbours mind and just do it if they don't mind?

Take your drawing along to the Planning Authority and ask their opinion. They can only say No. If they do ask them what is permitted development given that its (probably) only a temporary structure.
Alternatively, raise the roof on your existing log cabin, to give more headroom, maybe a turret?

Now there is a thought VC, I could modify the log cabin/wendy house. I need to re-felt the roof after the winds we had early on in the month. Now you've got the old grey matter working!!

Chicken coops are not 'permanent', if they COULD be moved (even if you would not want to) and it only applies to permanent structures. The 1ft thing is largely a safety issue, risk of falling off the edge.....

Which would probably require a safety notice of some kind

It's a metre here. If you have a deck, steps, verandah, any old thing that is a metre off the ground there has to be a guard rail, fence, something to keep people safe, but esp children. Altho some of the edging is just 4 wires strung along so that you can see the view properly - defeats the purpose imo since the kids will fall thru it and people who've been drinking will prob still fall over it, and the rest of us will stay away from the edge anyway!

Perhaps sink the ground under it to get the head height? 2ft down saves you 2 of height and it's not a lot to dig out... that way you might sneak in under the radar per say....

I'll go with chris's idea. Ask the neighbours if they'd mind.
that's such a good looking treehouse it'd be a shame not to use it
