So if a rig breaks free it is because of a loss of suction?
The only image I have is of those kid's bows and arrows, where there was a suction cup on the end of the arrow, that you could stick to your forehead with a bit of spit.
So we have a big arrow thingy (that is actually a tube) sucking air out from the seabed, and the rig is built around the shaft of the arrow?

Yes when they want to move an oil rig, they reduce the pressure and float the rig and move it somewhere else. It's time consuming but you can even bring it all into port and decommission it.
There are other types that are purely floating platforms where the depths are too great. I think the oil rig is probably one of man greatest invention. Its a civil engineering marvel.
So when these islands of ours become too overcrowded, they will build floating towns off shore, anchored by suction and the land that would have been used for housing will be used for food production instead.
