Right...I've had a good think and come up with something!
I think it's going to be a water feature.
You're going to connect a tube through the back of the dustpan which in turn is connected to a water pump.
Water is dispersed across the plastic panel and flows as a wide waterfall into the pond.
You hide the majority of the plastic and pan under rock so it looks like water is seaping/ flowing out through a layer of stones.
...bit like those wide taps you can buy for baths, but made to look more natural?

I'm trying to get my head around why you would bother painting it. I thought it might be some sort of seed dispenser, but it would be a bit flexible for that and why would it need to be painted....
If its to do with the sun i wonder whether its either a sun shade as its painted white or a sun reflector to improve the effect of the light, but why do you need the scoop without the handle.....
It could be used for drying items on or storing apples without them rolling off, uhhh....
Why have you painted it......... is it the start of a scarecrow, scoop as head and corregated plastic as body?
