Doolally is a corruption of Deolali, from Deolali Transit camp in India, which was established in colonial days and was one of the main transit stations for soldiers coming to India, and going home to Blighty (another corrupted Indian word). Physically and psychologically sick soldiers were of course, sent home, so were "sent to Doolally" as the first stage on the journey. They had nothing to do there but wait for their ships, sometimes for months, so were a bit stir crazy anyway. "Tap" is, I believe, Urdu for "fever", so you get the phrase "he's gone doolally tap".
