I didn't know tea could be grown in the UK, but apparently it can. There are plantations in Cornwall and the highlands of Scotland and James Wong grows it in Croydon.
It's not something I'm likely to try because I don't like tea. But here's an article I found with lots of info about growing it. It's American and maybe you've read it already or tried everything it says, but if not, it might give you some clues to solving your problem.
