Better light for Garland Grow Light Garden???

I've got one of these which needs a replacement strip. Before I buy one though, I wondered if there is something better (light quality wise) that I can use in its place.

The garden is used mainly for growing on my tomatoes/peppers/aubergines and other early started veg because the light levels in my house are low. I add bottom heat with a cable buried in compost underneath the pots.
