It's up to you pebbles. I'm on solid clay, so just dug over 1 spade depth (with a fork actually - couldn't get a spade in the ground!) then covered it in horse manure and left it to the mercy of the elements for a couple of months. I'm led to believe that if you aren't growing anything needing a deep root run, you can just put your soil mix straight on top as the grass won't come back up that far. I have heard of people putting down cardboard or a generous layer of newspaper then saturating it before adding the soil.
