Unless you live by a river you're dealing with horsetail not marestail. Old fashioned Kurtail used to curtail it (see what I did there...) but it always came back. The problem with horsetail is that it has a coating similar to ivy that repels most things. You have to break that down to enable it to absorb the weedkiller. Washing up liquid does this, so a glyphosate/washng up liquid mix can knock it back. However in reality you'll never get rid of it, so I prefer to just keep digging chunks up to weaken it. The main tuber will probably be about 4 feet down! Just work round it
