When to Mulch

Hi
Is the ground still too cold to add mulch? I'm itching to empty out a nice dalek full of compost so I can start again, the other one is overflowing and needs now to be left to get on with it.
If not now when?

Never between meals or in class

if you mulch the ground now you will prevent the ground warming up too! Best left till the ground is warmer and plants are growing well - helps to prevent moisture loss too, which if your ground is like mine at the moment is so cold and damp ( like saying the titanic is a bit damp !)

if its well rotted it's still not too late to dig it in to improve soil structure or make a lasagne bed
