silly?

I have only moved 6miles away but it is another council! There are definitely people there who live much further away than us but I don't know if they've notified or not and it seems a bit rude to ask. I suppose I really only need to let them know for the charges etc but i like to do everything aboveboard really! The trouble with looking at the rules is that I have no idea where they are and if I phone and ask for a copy I'll have to give my new address oo-er - what to do?
