It sounds like you are on heavy clay. When I got my plot it was the same.
I did what funstuie said dug holes with a Mattock filled with compost/grass/shredde paper and planted in to them.

You need to rotovate in the Autum and again in the spring and add as much organic stuff you can get.

I was in the same sort of position last year but mine wasnt ploughed or dug and overgrown and with alot of hard work digging I started to grow some veg, now on my second year some things I havent started to set and grow but within the next few days I will get there.
