The Best Allotment Site award in the 'other' magazine has gone to a site created when the original site went for development. Basically they have to provide another site, and if enough fuss is created in the papers etc., you will guilt them into providing every last facility you can dream of...
I'm not knocking how you're feeiling, I'd be devastated too. But... Go get that magazine and read the article, and you will see how it might be turned round into something great

If your site is a statutory one they'll have to get the secretary of state to give consent to the plans to close it.

"Such consent ... shall not be given unless the Minister is satisfied that adequate provision will be made for allotment holders displaced by the action of the local authority or that such provision is unnecessary or not reasonably practicable"

In short, unless they can demonstrate that they must have the park and ride and there's no way to relocate you elsewhere you'll get a new spot... that is, if it's a statutory site.

If it is a statutory allotments, you might want to get a few plot holders to contact the secretary of state (and again when the current one loses his job) and either try to secure the site or a new one close by (remind them local holders typically walk to their plot and a big relocation would mean they'd lose out entirely).

              Good luck.

The covenent dates back to when The Duke of Beaufort owned the land and gave it to the local authority but this was way back in The nineteenth century and since then the M32 has been put through said land. The land where the allotment is on has been allotments or small holdings since that time I believe. I dont know how we can go about finding out if there is a covenent as it could just be one of those urban myths.

EDIT: How do I find out if it is a statutory site?

I can't say for sure how you'd find out.
You might start by asking your allotment secretary/treasurer/other - though it has been known for them to think an allotment is statutory when it isn't.

It could be worth contacting whoever deals with allotments at the city council (assuming yours is in the city council's remit) and ask them how you'd go about finding out.

You could do it in general terms "how can I find out which allotments are statutory and non statutory" or ask speciically about yours.
                    Up to you.

Sorry I can't be more help on that front.

And don't underestimate the power of the press, like SarzWiz suggested. Get as many people as you can to write to your local papers, try and build a relationship with a campaigning journalist on the paper, ring the local radio stations to try and get a debate going. You are the 'little guy' fighting nasty big business and that kind of story sells. It's worth making a plan of campaign, try and do something (eg hold an emergency meeting, stage a protest) every so often to keep the story in the papers. Keep at it and the very best of luck.

We shall prove ourselves once more able to defend our place to grow our own.
We shall ride out the storm of redevelopment.
We shall defend to the death our rented soil, aiding eachother like good allotment neighbours to the utmost of our strength.
We shall go on to the end.
Even though large swaths of land and many old and famous allotments have fallen or may fall into the grip of developers and all the odious apparatus of trendy flat construction, we shall not flag or fail.
We shall go on to the end.
We shall fight in the press, we shall fight on the radio and the streets, we shall fight with growing confidence and growing strength in the shopping centres, we shall defend our allotments, whatever the cost may be.
                              We shall fight on the weekends, we shall fight on the allotment grounds, we shall fight in the ballot boxes and in the free-ads papers, we shall fight in our letters to MPs;
                              We shall never surrender.
