can i dig?

Hi I have just got a second plot.

my first plot i have already prepared for winter, it still has brussells and leaks growing, and kale.

I have planted onions and garlic and the rest of the plot is covered in manure.

The new plot has loads of weeds, once the snow has thawed will it be ok to dig, weed and cover in manure?

any help greatly appreciated, as i am new to allotmenteering only getting my 1st plot 18 months ago,

I hoped i would be able to do this but concerned that covering the weeds would be a bit of a bad idea.
Would they just die away root n all or sit lurking until spring, my plot is covered in dreaded creeping buttercup which i would love to just cover and forget about.
