For tree and fruit bush labels I use aluminium strips about 6" long by 2" wide. with a small hole drilled in one end for string to tie it to a branch. I use a nail to write on the label, which being soft, leaves a permanent indellible mark.

That's what I use. I tried permanent marker pens in the past but they fade away quickly, however the CD pens seem to stay on. I'm reusing a lot of my labels from last year... I simply change the date

I use the CD marker pens - and they write on anything.

From each according to his ability, to each according to his needs.
