As a first step. get some FOI requests in to your Council and establish the rate of increases being applied to the other users of your Council's recreational services. Once you have that, consider the precedent established in this case Harwood v Reigate and Banstead Council. If the plot rent increases are bigger in percentage terms than the other increases, get together and take legal advice. Spreading the cost (which can be considerable) makes sense.
