Our site has an 8 foot security fence around it, heavy duty high gates and a good quality lock and we still get very regular thefts.
The problem is that it is not so much missing tools but the damage done looking to see if you have anything.

Personally I think our problem is with one or two tenants who seem to turn up at odd times, do no apparent work on their plots but always seem to go home with bags of stuff.
We do get PCSOs visiting but on a 150+ plts iste, quite how they are supposed to know who is acting legitimately or not, I don't know. Little else the council can do.
The thieves I can almost cope with but I must have upset someone as they like to have their little laughs at times. I had spend hours washing up hundreds of 3" pots, sorted them into sizes and placed into a shed, all disappeared.

On my potting bench, I left halway through potting up plants, came back next day, everything tipped out and pots and trays stacked up.
