I have not as yet found one that will work all the time. Things to try:-
carrier bags tied to post
cds on a string
scarecrow (keep moving it around)
bottle spinners
wind chimes
nets over precious crops
foil on string
hawk kites
water jet sensor sprayer
I am sure peeps can suggest other things. But basically, noise and movement which changes so they don't become familiar with it.

My better half made me "frames" bits of off cuts, 2x2, measured to size to fit my beds and covered with garden netting. They are about 18 inches high and 3 foot long, I find they move about the garden a fair bit to cover what is most precious at the time. Good luck, I see more of the pigeons here than I do my teenagers!!

At this time of the year the local pigeons sit on the electricity wires watching the allotments waiting for an unwary newbie to provide them with dinner. I cover my rows of young brassicas with lengths of chicken wire bent into a U shape. I find that by the time the plants have grown enough to be pushing the wire off the pigeons aren't interested. Then the following Spring when the PSB is nearly ready and is bush sized I throw netting over it as they suddenly develop a taste for it.

I have found that many bird scarers require wind to be of any benefit so during a nice calm spring/summer they are of little use. I used to use lengths of old video tape tied to branches as they required little wind but was prone to wrapping itself around the branch which was a pain so as suggested above, netting is the best deterrent.sigpic“Gorillas are very intelligent, but they don't have to be as delicate as chimps -- they can just smash open the termite nest,”
