Petrol driven tools - site safety

Our association will be purchasing petrol driven tools e.g. Hedgecutters, strimmers, lawnmowers etc. Does anyone have knowledge of the legal position of letting plot holders use them? Do we require risk assessments etc?

We took out liability insurance a couple of years ago. Does your association have any? Works out about £2 a plot holder.
