I would think you need agreement on sheds yes/no - other semi-permenant structures like greenhouses and polytunnels. Livestock, bees, hens, rabbits. Trees and associated shade issues - common areas, are you going to designate an old, unused plot as a carpark? Do you have/will you have an allotment shop or common shed to make tea in? Number of people on one plot at any one time. Gates, rules for security, keeping it shut etc...

Have to admit l like our ruling system. We have none.....
Seems to work
