Persuading Parish Council

Any ideas to put pressure on Parish Council to set up Allotments. We've formed an Allotment Association, have 35 people on a list. Have been in talks with Parish Council. They have asked us to identify land suitable for allotments. This is a rural parish,fields all around,yet no suitable land!! Do local authorities have powers of compulsory purchase or leasing for allotments? Any help or ideas??
