Is the council obliged to provide allotments? Here they are and if 6 people get together and request one in their area (if there aren't any) then the council has to do something though there is not time limit so could take years.
I know that there are laws here that don't apply in Northern Ireland. (perhaps that has changed but doubt it). So maybe this is why you can't find any information. If I was you I'd try my local MP or go to the local council direct.
Good luck.

What info have you gleaned so far? Any? Have you contacted anyone? The council?
I googled and found some planned:
Construction Start Date: Jul 2012
Location: Ballynahinch
Project ID: 11381914
Is that you? The map shows it to be in England, not Ireland ?

Drumaness has vacant land suitable for allotments. It's in a Word doc so I can't copy & paste it for you, but you could google "drumaness allotments" and find it that way.
