My friend and I share a half plot on the huge site at the bottom of the Avenues on Broomfield Rd and we waited a whole 3 weeks! I know......we were SO lucky!!! We did have to phone the allotment officer at the council pretty much everyday in that time and I think we were lucky because they only seem to allocate them at certain times of year. That said, we got ours in July last year so I'd get on to them now!See our brand new allotment - a work in progress - at http://catherineandclaresallotment.blogspot.com/

Hi Essexgirl,
Writtle has two sites (not bad for a village) and both are run by the Writtle Parish Council and organised by the Parish Clerk. Sorry can't find the contact details anywhere. I don't think Chelmsford Council has anything to do with them.
Don't know how much Chelmsford are charging but full plots in Writtle are £14 a year. I got my half plot for £1 this year as it was overgrown. It's right next to a water trough as well so quite happy.
Good luck with your search.
