Conference Pear

Just a few words of advice please , I have two pear trees one is really forward with buds bursting and the other one just sitting there that one was put in november 2019 do you think it will be ok ?

I'm sure it will be OK. Its only been in the ground for 3 months - needs to grow roots before it feels happy.

Some varieties just start growing later than others. Being freshly planted can often delay bud burst, too.

If they were bare root, in my experience they are slower to get going in the first spring but after 2 years are better rooted trees than pot brought ones

I put in a Conference and a Beth in October last year and they've just started to bud, but the apple trees put in at the same time are not yet.
