The problem is right at the "graft point". So, I don't have much option other than removing the tree.

Maybe if cut off below the graft and find the wood clean, it would be possible to graft a scion or two onto the root

I could try that. I have been thinking of air-layering a branch off it. I'm not sure how tall it would grow
