Yes- it does look nice.
I'd be concerned that it'd need watering several times a day- and even may need rotating to make sure that one of the sides isn't always in the shade- and one side isn't scorched. Bit heavy for that though when potted up.

What sort of cost would it be?

Ah - I think you'll find the amended OP shows it being planted up Nicos - it is smaller than it looks in the original photo. It would be good to keep the fruit from spoiling on the ground but I agree it needs to be on a swivel base to get even sunlight!
You could put it on one of those large pot movers - not really sure what it's called, but it's like a tray with little wheels on. OH saw the picture over my shoulder and is really enthusiastic about it! Wants to know where we can get one!

Not outside the scope of the average DIY'er methinks. Looks cool, I'll give you that. Still not sure how the water pipes are meant to work? Maybe a central drainpipe with holes in would work though?

Just for info.
I tried that with a home made tall strawberry planter and it didn't work very well, once the water found an easy way through, it mostly went that way after that, so alot of it was left unwatered.
