If your rhubarb is not romping away at this time of year then it does not like the conditions you are growing it in. It needs a rich, moisture retentive, free draining soil. First question, is it getting enough water. The weather this side of the country has been exceptionally dry and a lot of stuff has got to the point of wilting and dying.
Its in a pot about 30 litres. In full sunshine, it gets most of a watering can most days. It may be a little dry but not overly. It sent up a flower nearly straight away and I cut it off. I will take piccies. I may change its pot for something else.

Much too dry.
Rhubarb LOVES water.
Get it into the ground with lots of organic material under it to hold the water.
They are a very thirsty and hungry plant. It was probably flowering in a panic that it was about to die.
