Why is Tomatoes classed as a fruit and not a vegetable? Is chillies a fruit?

Tomatoes were reclassified as a fruit to avoid paying a Tariff Tax.
Tomatoes were highly regarded as Devil Food as people first tried to boil and eat the leaves with dire consequences

This could get really complicated. I agree with the basic definition of a fruit, but I've always thought of it as an edible seed bearing body (beans and peas really screw this theory up, but they are classed as legumes - don't ask!!) Interestingly, this definition makes rhubarb a vegetable, and I haven't a clue what sweetcorn is classed as, as the cobs carry the seeds which we eat.
