I have just given up my allotment (getting to old) and I have an apple tree about 4 or 5 years old, could I move this about NOVEMBER time

Yes.
Ideally you'd wait until all the leaves have fallen - which usually happens by around November.
On a rare occasion when the autumn is mild and the leaves won't drop, yet a young tree MUST be moved for whatever reason, it is possible to manually de-foliate the tree by running your hand from the shoot tips to the base of the shoot, breaking the leaves off as you go. The tree will lose quite a lot of it energy with manual premature defoliation so will need a year of good care to recuperate and will probably not be able to carry a crop until the second year after being moved..

Assuming it has gone dormant by November, you might want to lightly prune the above-ground part of the tree (I suggest thinning cuts to take out entire shoots, rather than heading cuts which remove shoot tips and may take off blossom buds from the tips of all the shoots).
Reducing the above-ground part will make it easier for the damaged roots to keep up with the tree demands the following growing season..
