You can probably buy container grown rhubarb and goose berries throughout the year
Unless you buy mature plants, you'll have to wait until next year for fruit.
It's usual to move or plant things in their dormant season, because they aren't going to suffer real stress at that time. eg, when it's hot and dry, a cutting cannot take up as much water as it transpires, so it dies.
You will find fruit bushes at the cheaper supermarkets and £ shops virtually all year, but these have not been kept in optimal conditions, ie they're treated like dead cans of beans and not given enough light, humidity & moisture
