Victoria plum problem

About 4 years ago I planted a Victoria Plum tree in my front garden. It's growing fine but I've never had any fruit and it's never thrived- the leaves start to form, flowers appear (and then immature fruit) but the leaves tend to shrivel and curl and the fruit doesn't get bigger than thumbnail size and stays green.

Does that sound like pests, or lack of pollination, or lack off care?

My first thoughts are either it's diseased (Victoria is often a sickly variety) or it's drought-stressed. Someone near me has a Victoria SJA as a front lawn specimen tree but it never got bigger than about 6ft tall and 5ft wide and the fruit is always small and often drops off long before it's ripe, while the leaves often turn yellow and fall off in August. It's not diseased; it's drought-stressed on a light sandy-chalky soil with grass cover.
