Does it only look like tar or have you prodded and poked and it is still tar like?
The reason I ask is there is a condition called gummosis but it is a jelly like substance that oozes from the tree that can vary in colour from clear to amber. This same jelly can be blackened on the surface 'looking' tar like. If this is what it is there is no need to panic. It can be because the tree is stressed but it is unlikely to kill it you just need to work out why your tree is not happy. I don't know what else it could be if it is not this
